The first step is to remove the bulkhead cover in the front of the engine room.
The tank lives behind it (under the flat spot behind the back seat).

Where most people seem to have trouble with this is in not realizing there are
two screws under the van which need to come out. Using a flashlight, look through
the holes in the frame rails on the left and right sides of the van.
